Your current U.S. Representative for Texas's 28th Congressional District (TX-28) is Henry Cuellar (D), who has held the seat since January 4, 2005. He represents the district as a member of the Democratic Party in the U.S. House of Representatives, covering a swath of south Texas that runs from the eastern outskirts of San Antonio down to the U.S.–Mexico border, including towns like Laredo and Rio Grande City.

A couple of things worth flagging:

Redistricting is in flux. Texas passed a new congressional map in August 2025 that was signed into law by Governor Abbott, but on November 18, 2025, a federal court blocked the state from using that new map for the 2026 midterms, ruling it a likely unconstitutional racial gerrymander. The Supreme Court then paused that ruling on November 21, 2025, reverting to the 2021-drawn map while the case continues. So the boundaries — and possibly who represents you — could shift depending on how that litigation resolves.

2026 election is already underway. Cuellar won the March 3, 2026 Democratic primary, defeating Ricardo Villarreal and Andrew Vantine, and he's running in the November 3, 2026 general election against Republican Tano Tijerina and Adriel Ventura Lopez.
