Currently (through the rest of 2026): California's 40th congressional district is currently represented by Republican Young Kim. It covers Orange, San Bernardino, and Riverside counties, including cities like Yorba Linda, Anaheim Hills, Chino Hills, Tustin, and Mission Viejo.

What's changing: California redrew its congressional maps for the 2026 elections following Proposition 50, a redistricting measure voters approved in November 2025. Under the new map, incumbents Ken Calvert and Young Kim were drawn into the same redrawn 40th District — Calvert previously represented the old 41st District. Calvert represents about 51% of the new district and Kim about 35%, and the new district leans about 10 points more Republican than the old one.
